I think I may have over sprayed my tomatoes with neem oil
I think I may have over sprayed my tomatoes with neem oil. I added some new soil, sprayed the plant down with water, and added grass clippings(not sprayed) as mulch and topped the plant. I also added a little banana peel and eggshell tea. It’s about 3ft tall and I’m getting nothing. It’s either a Cherokee purple or Cherokee green. Any suggestions?

Your solution was a great idea but they are going to be slow in working. None of those amendments are available to the plant. You can try liquid versions or just wait.
Prune that off and let keep growing.
Neem tends to burn leaves imo as most people dont use it right and at correct time of day. Depending on the issue you are spraying for
BT or Captain Jacks Dead bug would be better sprayed at sundown imo but would need to know what the issue your spraying it for is
